Pakistan: CLDP conducts IP Judicial Workshop Phase III

From December 3-7, 2018, CLDP, in partnership with USPTO and the Continuing Legal Education Institute of Pakistan (CLEIP), conducted a week-long workshop on intellectual property (IP) for Pakistan judges and a Director of the Intellectual Property Organization of Pakistan (IPO).  This workshop was the capstone training session in a series of progressively more difficult programs for IP Tribunal Presiding Officers and District & Sessions judges selected by the High Courts as likely to be appointed to IP Tribunals in the near future. The judges interacted with U.S. (e.g., USPTO, DOJ, judges, private lawyers) and Pakistani (e.g., private legal practitioners) experts in trademark, copyright, trade secret, and patent law, including civil and criminal prosecution and deterrent sentencing.  The workshop was a mix of subject matter lectures, case studies, and a visit to the U.S. Court of Appeals for the Federal Circuit.  In addition, representatives of U.S. industry and an economist met with the judges to discuss the benefits and challenges of enforcing intellectual property rights locally, nationally, regionally, and worldwide.  This series of workshops builds on earlier CLDP, USPTO, CLEIP, and IPO programs focusing on IP rights in Pakistan.

In November, 2018, CLDP hosted a workshop in Tallinn, Estonia to assist the Afghan Ministry of Communications and Information Technologies to develop a strategy to implement its roadmap on eGovernance.

Odesa, Ukraine: CLDP Facilitates Meeting of Central Asia Expert Level Working Group on SPS Measures

On November 6-8, 2018, in Odesa, Ukraine, CLDP facilitated the seventh meeting of the Expert Level Working Group on Sanitary/Phyto-sanitary Measures for officials from Kazakhstan, the Kyrgyz Republic, Tajikistan, special guest Ukraine, and Uzbekistan.

Pakistan: CLDP Leads Study Tour on National Single Window in South Korea

On October 29-November 1, 2018, CLDP, in partnership with the Pakistan Regional Economic Integration Activity (a private sector implementer for USAID), the U.S. Commercial Service, U.S. Customs and Border Protection, and Korean Customs Service, led a delegation of officials from the Pakistan Customs Service, Ministry of Commerce, Ministry of Planning, Development, and Reform, and other stakeholder agencies on a study tour to Daejeon and Seoul, South Korea. Pakistan recently passed legislation regarding its single window, a required element under the World Trade Organization’s Trade Facilitation Agreement, and has been developing its platform. The study tour focused on the three different Korean single window projects run by different ministries, the inter-agency process to harmonize data required for clearances, and port community systems. The study tour provided non-customs agencies with better insight into the advantages of single window and helped the Pakistan Customs software engineers understand how to build an inter-agency and user-friendly platform. Following this study tour, CLDP will work with USAID to determine next steps, including a possible U.S. port visit.

Afghanistan: Extractives Training Workshop

On October 22-27, in New Delhi, India, CLDP, in coordination with the USGS, began the implementation of its two-year training course designed for a select group of 17 officials from the Afghan Ministry of Mines and Petroleum who will become a Training Committee for the ministry's other staff members.

Pakistan Financial Inclusion Workshop

On October 16 and 18, CLDP conducted two one-day programs in Islamabad and Karachi, respectively, on legal and technical issues that affect small and medium enterprises (SMEs) and their inclusion in financial systems. These were organized in conjunction with the U.S. Embassy in Islamabad, Pakistan, and the U.S. Consulate in Karachi Pakistan.

CLDP Facilitates Meeting of Central Asia Expert Level Working Group on Customs

On October 10-12, 2018, in Chisinau, Moldova, CLDP facilitated the sixth meeting of the Expert Level Working Group on Customs (the Group) for officials from Kazakhstan, the Kyrgyz Republic, Tajikistan, and Uzbekistan.

CLDP Holds a Vis Moot training for Sri Lankan Universities

After training six Sri Lankan law school teams over five months to prepare them in oral and written advocacy, CLDP held its first Sri Lanka National Vis Moot Competition from October 7-10, 2018. The Royal Institute of Colombo College of Law prevailed as champion, and the University of Colombo College of Law placed second. The two winning teams will advance to represent Sri Lanka in the Willem C Vis Moot Competition in Hong Kong in April 2019. CLDP will continue to train both teams and help them prepare for the Hong Kong competition.

Afghanistan and Pakistan TIR Convention

On September 18-21, 2018, officials of the Government of the Islamic Republic of Afghanistan (GoIRA) and the Government of Pakistan (GoP) joined CLDP and the IRU in Istanbul, Turkey for training on implementation of the TIR Convention.
