CLDP to assist the Government of Iraq with Accession to the TIR Convention

The Government of Iraq (GoI) Council of Ministers Secretariat has advised the Iraqi Parliament to ratify the Convention on the International Transport of Good under Cover of TIR Carnets (the TIR Convention).  The TIR Convention, as described by the UNECE, “facilitates the movement of goods across as many borders as necessary with limited intervention by Customs authorities at intermediate borders. To this end, operators use a commonly accepted Customs transit document – the TIR Carnet – which also serves as a guarantee for the Customs duties and taxes.”  The United States is a party to the Convention, and has recently promulgated regulations to implement it.  If the GoI is to accede, the Convention will open up new opportunities in regional trade as well as U.S.-Iraq bilateral trade through international, intermodal transport routes. 

On May 2-4, in cooperation with the International Road Union (IRU)--the organization that administers the operation of the Convention—and the U.S. Consulate in Erbil, CLDP will hold a National Conference in Erbil, Iraq, for public and private sector stakeholders.  The conference will assist the GoI in raising awareness as to the benefits of Iraq’s accession to the TIR Convention, and developing a National Action Plan for implementation of the Convention.
