Pakistan: Upstream Regulator Workshop

On February 27 – March 2, 2018, CLDP will organize a workshop in Alberta, Canada on Establishing an Effective and Independent Upstream Regulator.  The workshop will bring together officials from various agencies within Pakistan’s Ministry of Energy, as well as its Oil and Gas Regulatory Authority (OGRA), as Pakistan restructures its institutions to divide into, on the one hand, an independent upstream regulatory authority, and on the other, a policy wing. 

Pakistan is also facing the challenge of working with newly-empowered provincial authorities as a result of the 18th Amendment to its Constitution.  Because the Province of Alberta is one of Pakistan’s models for reform, CLDP and its partner in Alberta, the University of Calgary School of Public Policy’s Energy Resource Governance Program (ERGP), will present a four-day workshop on: the Alberta experience, hard choices for policy design and regulation, federal-provincial relations, and constructing a Regulatory Roadmap. The workshop will empower Pakistan officials to carry out their new scopes of authority so as to prioritize energy reforms that result in more gas supply and electric power.
