Afghanistan: Customs Integrity and TRIPS Workshops

On April 22-26, 2018 in New Delhi, CLDP and the World Customs Organization (WCO) will sponsor a delegation of up to 15 representatives of the Afghanistan Customs Department (ACD) to participate in a collaborative workshop with the objective of crafting Integrity and Intellectual Property strategies in support of Afghanistan’s further integration into the international trading system, including its obligations under the WTO Agreement on Trade Facilitation.  This workshop will be the forum where Afghanistan, the WCO, and CLDP can work together to draft the framework of the integrity strategy on the basis of the Arusha Declaration, the renewed ACD strategic plan, and GIRoA overall strategic priorities. 

On April 22-23, 2018, CLDP and USPTO will conduct a 2-day IPR border enforcement program for 16 Afghan participants comprised of officials from the ACD, the Ministry of Commerce and Industries and the Afghan Judiciary. This program is part of a long term engagement with the Government of Afghanistan to help build capacity of ministries that are responsible for helping the government meet its obligations under the World Trade Organization’s Agreement on Trade Related Aspects of Intellectual Property (TRIPS). The two-day engagement will focus on identifying existing gaps between TRIPS obligations by reviewing current Afghan customs laws and procedures. The Afghan officials in attendance will work towards creating a strategy document to rectify the identified gaps with assistance from the appropriate experts. CLDP and USPTO will also work with the participants on updating the Implementing Action Plan to meet the TRIPS commitments.
