CLDP and ITA to Conduct Workshop on Public Consultations for Best Practices for El Salvador and Honduran Government

CLDP in coordination with ITA at the US Department of Commerce will conduct a two-day workshop on public consultation best practices for approximately 40 representatives of the primary Salvadoran trade facilitation ministries responsible for citizen participation, including OMR, and the Ministries of Customs, Economy, Health, Agriculture & Livestock. Additionally, representatives from select Honduran Ministries will be invited to the workshops to observe and learn as Honduras works to develop a framework for notice and comment procedures. The workshop will serve as a foundation to both institutionalize good regulatory practices as OMR’s e-regulation website launches, and to uniformly instruct the remaining institutions on the intricacies of the notice and comment process. Commerce will call upon the expertise of several interagency experts with extensive experience with public consultation, and particularly notice and comment. The experts will provide an overview of legal underpinning of public consultation, duration determinations for consultation processes, review and response methodology, and whole of government approaches to improving transparency and governance mechanisms. Additionally, the experts will walk through illustrative examples showcasing the consultation process from start to finish.
