Ukraine: Customs Valuation Training Module I

Ukraine’s legislation and regulations on customs valuation are based on the WTO standards, as envisaged in GATT Article VII and the WTO Agreement on Customs Valuation.

Although Ukraine has made significant progress in the implementation of the standards, with CLDP having made significant contribution to the progress through a series of standardized customs valuation trainings, adapted to the Ukrainian legislative and institutional environment, the most recent CLDP workshops indicate there is a need for additional program to review and update the current practices in order to meet the challenges in the practical implementation of the customs valuation standards.

CLDP, in coordination with the U.S. Customs and Border Protection (U.S. CBP) and in collaboration with the State Fiscal Service of Ukraine, will implement customs valuation module I training for customs valuation officials from the various regions of Ukraine. The program will be based on the “train the trainer” principle, whereby the participants will disseminate in their respective regions the knowledge and expertise, obtained in the course of the CLDP program. The program will result in further increase of efficiency of the customs value determination in line with international standards and best practices. This, in turn, will result in improved trade regime in Ukraine.
