Ukraine: CLDP to Host TBS Case Study Event in Kyiv

In October 2017 CLDP initiated a Case Study arising out of mutual bilateral concerns surrounding TBT standards, conformity assessment and market access.  Focused meetings with multiple Ukrainian government agencies and the private sector were held in November, December, January, February, March and April.  In June this same format welcomed participation from the USTR.  CLDP captured the discussion in the form of a draft Case Study Report, based primarily on electric cable, with some discussion also of  refrigerators and freezing equipment. 

The cumulative efforts will be drawn together in a week-long activity during the week of September 24-28.  Different activities will be targeted based on input from both Ukrainian and American interests, with the objective of enhancing understanding of important differences in approaches to standards, technical regulations and conformity assessment procedures.  The week’s events will be tailor-made to meet several objectives:  a) examine different approaches in the practical acquisition, use and recognition of standards related to the fire-resistant electrical cable sector; b) provide direct and indirect requirements regarding standards; c) roles and engagement opportunities with national standard setting bodies in both Ukraine and the United States;  d)  deliver practical, market-driven information on conformity assessment;  e)  discuss the practical application of mutual recognition agreements under the TBT agreement;  and f)  offer a forum for a wider discussion on trade implications for Ukraine – U.S. trade in light of existing standards and technical regulations.  Two or three larger sessions will be targeted as well on smaller focused exchanges.
