Afghanistan: Extractives Training Workshop

On October 22-27, in New Delhi, India, CLDP, in coordination with the USGS, will begin the implementation of its 18-month long training course designed for a group of approximately 15 legal and technical staff employed by the Afghan Ministry of Mines and Petroleum (MoMP), selected based on competence, work ethics and commitment to staying with MoMP to become a Training Committee.  This course was created at, and is a continuation of, the MoMP training workshop held by CLDP in Sri Lanka in October of last year.  The course will consist of three segments of varying length, scope, and level of detail.  The General Topics segment, designed as an introduction to the mining industry, will cover extractives methods and terminology, mining legislative regime, mineral economics, and transparency issues, and will highlight the concepts of public-private partnerships (PPPs) and joint ventures.  The Advanced Legal Topics segment, designed by MoMP legal staff, will cover comparative analysis of various international mining systems, drafting and negotiating of international mining contracts, and mining tender processes and best practices.  The Advanced Technical Topics segment, designed for the Afghan Geological Survey and MoMP technical staff, will include exploration methods and strategies, project feasibility and resource economics, resource estimation, and geological data interpretation.  At the conclusion of the training course, the materials will be compiled into a manual that will be handed over to the Training Committee.  The Training Committee will be able to use the manual as part of the MoMP internal training program and provide general training to all newly hired employees and in-depth subject matter training to technical staff.  The approach being taken seeks to facilitate a “train-the-trainer” mindset whereby the Training Committee will pass the knowledge to others within MoMP.
