John Dickerson

Senior Commercial Law Advisor

John K. Dickerson currently serves as Senior Commercial Law Advisor to the Commercial Law Development Program (CLDP), a division of the U.S. Department of Commerce (DOC) that helps to achieve U.S. foreign policy goals in developing and transitioning countries through commercial legal reforms. From 2013-2014, John served as a Senior Advisor to U.S. Southern Command, where he represented all of DOC within the Command’s joint interagency efforts to foster comprehensive whole-of-society solutions for 21st century challenges by integrating the public and private sectors into the shared mission of ensuring security, enhancing stability, and enabling prosperity in Latin America and the Caribbean.  John joined DOC in 2009, serving as DOC’s senior member of the Civilian Response Corps where he participated in numerous interagency task forces and special projects, including deployments to Haiti (2010), Kyrgyzstan (2010-2011), and Afghanistan (2011-2012), as well as contributing significantly to U.S. efforts to provide non-lethal aid to civilian-led unarmed opposition groups in Syria.

John began his practice of law with the Legal Office of Ford Motor Credit Company in 1984, and transferred to the Office of the General Counsel of Ford Motor Company in 1988. In his last assignment with Ford, John was the Secretary and Managing Counsel of Ford Global Technologies, an organization responsible for managing the intellectual capital of Ford on a global basis. His previous legal practice with Ford has included domestic and international mergers and acquisitions, joint ventures, divestitures and commercial matters; election law and lobbying matters; government contracting and public affairs; dispute resolution; and extensive work with state and federal regulators in diverse areas such as banking and finance law, insurance, employment law, securities law, and occupational health and safety matters.

John earned a Bachelor of Science degree in engineering from the United States Military Academy at West Point (’74), as well as a Master of Business Administration (’83) and Juris Doctor (’84) degree from the University of Detroit. He has lectured at universities and various professional venues on topics such as international transactions, joint ventures, ethics in business, government-industry cooperative agreements, and the monetization of intellectual property. 

 

Upcoming Programs

August 1, 2020 - April 30, 2021

Throughout the quarter, CLDP engaged with numerous experts to prepare and record eight separate sessions on trade topics, specifically designed for Afghanistan’s approximately 25 Commercial Attachés posted throughout the world. In May 2018, CLDP spent one week training the same group of Attachés in a comprehensive course designed for them prior to their departure. This updated training course is intended to provide more advanced training on relevant topics now that the Attachés have been serving in their posts for more than two years.  The topics for these presentations were identified based on consultations with the Attachés and relevant stakeholders in the last quarter. Topics include drafting international contracts, attracting foreign direct investment, negotiation strategies, and two sessions on working trade shows. The series of pre-recorded virtual presentations, including translated copies of the presentations, will be delivered on a rolling basis to the Attachés. In addition, future topics will be recorded and shared with the participants. These virtual recordings will be saved in an online repository, which will be available for any interested party to view, including the private sector. 

March 15, 2021 - May 24, 2021

CLDP in close collaboration with the US Patent and Trademark Office (USPTO) trained Bahrain Innovation and Technology Center (BITC) staff regarding filing patents in the GCC (Gulf Cooperation Council).  This program was part of a CLDP/USPTO collaboration to conduct over 40 hours of intellectual property training for the BITC.  The program included training on how to obtain patents and copyrights in the US as well as other jurisdictions.

On February 24-25, CLDP conducted a workshop on FIDIC contracts for a delegation of Sri Lankan officials from the Attorney General’s office.
