Attorney Advisor Siobhan Siaca is an Attorney Advisor with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce where she manages legal reform and economic development programs across Latin America. Her portfolio includes insolvency reform, international trade, public procurement, trade facilitation, and textile competitiveness. Prior to joining CLDP, Ms. Siaca worked as a Legislative Assistant for Congressman Raul Ruiz while he served on the House Energy and Commerce Committee. In this role she drafted bicameral legislation and advised the Congressman on appropriate vote recommendations for environmental, energy, immigration, and judiciary bills. Ms. Siaca began her legal career in the U.S. Department of Energy's Office of General Counsel where she focused on environmental remediation of DOE sites across the nation. Ms. Siaca received her Juris Doctor from American University, Washington College of Law. She holds a Bachelor of Arts in Spanish and International Relations with a focus on Global Environment, Health, and Natural Resources from the University of California, Davis. Ms. Siaca is admitted to practice law in the state of California and in the District of Columbia. She is fluent in Spanish and speaks intermediate Brazilian Portuguese.
