Mali: Power Procurement and the Tender Process

On December 16-17, CLDP held a two-day workshop on power project procurement. The workshop sought to improve the planning of bids from prep to closing through a discussion on international best practices relating to the request for proposals (RfPs), unsolicited proposals, standardization of documents, designing a competitive bid round, evaluations and identifying gaps in the current legal framework. The workshop included participants from Mali’s President’s office, New and Renewable Energy of Mali (FENEM), Mali Energy (EDM), Mali National Directorate of Energy (DNE), the Investment Promotion of Mali (API), Mali's Renewable Energy Agency (AER), and the Public-Private Partnership (PPP) unit.

Mali: Prevention of Counterfeits Campaign - Initial Partners Meeting

On September 3, 2019, in Bamako, Mali, CLDP led a one-day meeting to build consensus among public and private sector stakeholders on an upcoming communication campaign aiming to prevent the use of counterfeits. This effort is part of a Mali-wide project with the U.S. Agency for International Development mission in Bamako to implement innovative solutions for combatting counterfeiting of products affecting public health, with a focus on agro-inputs. CLDP works with Feed the Future and the Government of Mali to implement best practices in the prevention of the movement and use of agricultural products and to raise public awareness of the dangers of fake products. This has been done through the extensive training of enforcement authorities including Malian Customs, the judiciary, police, and gendarmerie, as well as consumer education. It has also included the introduction of Mobile Product Authentication (MPA™) technology at the point of purchase through private/public partnerships. The new phase of the project builds upon notable improvement of the understanding of the impact of counterfeits by Malian stakeholders, including spurring the creation of a national database administered jointly by Malian Customs, the Malian Intellectual Property Office (CEMAPI) and the Malian Copyright Office (BUMDA) where producers and importers can register marks to facilitate the seizure of counterfeited products. CLDP is preparing to launch a national campaign, including culturally appropriate marketing material, through billboards, radio, and television, in coordination with local partners, raising awareness of the danger of counterfeits and showcasing new technologies to best combat it.

From July 11-12, CLDP co-led a workshop on combatting counterfeiting in Mali using technology to verify the authenticity of products, in coordination with International Crops Research Institute for the Semi-Arid Tropics, the U.S. Agency for International Development, and Sproxil.

CLDP Conducts Assessment of Commercial Law Capacity-Building Needs in Mali

From January 13-17, CLDP was in Bamako, Mali to conduct an assessment of the commercial law capacity building needs of the Government of Mali. During the assessment, conducted in coordination with the USAID Mission in Bamako, CLDP met with officials from the Ministries of Commerce, Justice, Agriculture, and public procurement authorities as well as the Malian Bar and the National Magistrate School. The assessment is part of the USAID-funded Feed the Future program and will guide future CLDP programming in the country.

CLDP Exposes Key Malian Decision Makers to Importance of Intellectual Property Rights

On March 6-7, 2012, CLDP, with the support of the USAID mission in Bamako and in partnership with the African Organization for Intellectual Property (OAPI), and the Malian Government (GOM) organized a workshop to introduce and familiarize members of the Malian executive, legislative and judiciary branches with the benefits of integrating Intellectual Property (IP) initiatives in development programs and policies.

CLDP Celebrates 20 years!

Begun as a small joint venture between USAID and Commerce to help the Former Soviet Bloc countries of Eastern Europe transition to more market-oriented economies, CLDP has expanded to help meet the legal technical assistance needs of more than 50 countries in Eurasia, Africa, the Middle East and South Asia. On February 23rd, CLDP celebrated 20 years of technical assistance in commercial law.
