CLDP Launches PPA Handbook at Powering Africa Summit

“Understanding Power Purchase Agreements” brings together insights from government, financial and private sector experts to identify best practices for structuring and balancing power project contracts. As part of a week-long series of programs focused on expanding access to power in Sub-Saharan Africa as part of President Obama’s Power Africa initiative, the Commercial Law Development Program officially launched the print version of the “Understanding Power Purchase Agreements” handbook. The development and drafting of the Power Purchase Agreement (PPA) Handbook, which was funded by USAID and conducted through a partnership between CLDP and the Africa Legal Support Facility, explains the core elements of a PPA and provides the reader with an understanding of the balancing of risk between the developer, financier and host government that is necessary to reach bankability. The hope is that this open-source knowledge sharing tool can help shorted the multi-year negotiations required for PPAs by reducing misconceptions and building a consensus around best practices.

The updated version of the book, Version 1.2, was first made available on January 22 through CLDP’s website. On January 27, CLDP participated in a Twitter chat with other USG agencies to highlight the PPA Handbook and other Commerce efforts to support Power Africa. On January 28, the PPA Handbook was held out by both USAID Administrator Rajiv Shah and Power Africa Coordinator Andy Herscowitz as a key example of the knowledge building efforts within Power Africa at the Power Africa Private Sector Partners Meeting. On January 29 and 30, CLDP distributed print copies of the PPA Handbook as part of the Powering Africa Summit, where Commerce Deputy Assistant Secretary for Europe, the Middle East, and Africa, Matthew Murray, highlighted the important role the handbook will play in building trust between the private sector and Africa governments as part of his remarks to the conference delegates. The PPA Handbook was well received at all three events and has already garnered significant praise from the power community.

Upcoming Programs

July 1, 2020 - September 30, 2020

In July, August, and September 2020, CLDP, in collaboration with USTR and the University of Missouri, will provide virtual business fundamental courses to 20 Salvadoran textile representatives. CLDP has partnered with a textile and apparel expert who will conduct group sessions, as well as tailored sessions depending on the needs and businesses of the selected representatives. Lessons will cover business plan development and implementation, mentorship opportunities, local business resources, and personnel management. Furthermore, the sessions will give the Salvadoran textiles representatives the opportunity to begin developing comprehensive plans to effectively disseminate the knowledge they acquire during this program broadly across the industry with other textile professionals in El Salvador. Participants, who represent the Salvadoran private sector, key government agencies, and academia, will continue to engage their U.S. counterparts in this project for the remainder of the CLDP programming throughout 2021. This project is a part of CLDP’s and USTR’s capacity-building program to improve regional prosperity by fostering human and institutional capacity to improve the competitiveness of the Salvadoran textile industry.

CLDP initiated a series of virtual meetings connecting Afghan representatives with Ambassador Shahzad Aroybee, Afghanistan’s Ambassador to the Czech Republic. The meetings served to discuss how CLDP can work with the Afghan Embassy in the Czech Republic to support Afghanistan’s trade and agribusiness sectors, and to facilitate implementation of memoranda of understanding (MOU) focusing on trade facilitation between the two countries, which are currently being drafted. This series of meetings also connected the Afghan and Czech private sector and business communities, ultimately outlining an actionable road map including a business forum and eventual trade show. Through these conversations, private sector representatives from both countries, along with the Ambassador, discussed the existing barriers to trade between Afghanistan and the Czech Republic, and raised proposed recommendations to incorporate into the plan as the business forum approaches.
