Georgia – CLDP Holds Workshop on Transparent and Efficient Procurement: Best Value for Money

On February 12-13, 2020, CLDP, in coordination with the State Procurement Agency of Georgia, facilitated a two-day workshop on transparent and efficient procurement in Tbilisi, Georgia.  The workshop brought together approximately sixty participants from the State Procurement Agency and national and regional procurement offices to discuss international best practices with a focus on the “best value for money” approach to public procurement.  Topics of the workshop included life-cycle cost analysis, market research, evaluating price and non-price factors, competitive negotiation, and evaluating contractor performance. 

The workshop supported the efforts of the State Procurement Agency to promote international best practices in public procurement and to align the Georgian procurement system with EU directives.  A best value for money approach protects against the cheapest offer winning at the expense of quality, which is critical for procurement of non-standard products and complex infrastructure projects.
