Afghanistan: CLDP Workshop on Advance Rulings

On January 12-14, 2020, CLDP will host a group of legal and technical experts from Afghanistan Customs in Colombo, Sri Lanka for a workshop on Advance Rulings.  CLDP is the primary trade-related technical assistance provider for USAID in Afghanistan, and provides assistance to the Government of Afghanistan as it seeks to implement the World Trade Organization (WTO) Agreement on Trade Facilitation (TFA).  Advance Rulings is an important WTO TFA reform with the potential to reduce transaction costs by up to 2 percent for developing countries.  In its indicative dates notified to the WTO, Afghanistan suggested that it will endeavor to set up a system for Advance Rulings by 2020.   At the workshop in January, U.S. experts will advise on legislation, regulations, and application requirements, and will provide skills-building to Afghanistan Customs officers to help the Government of Afghanistan create a system of Advance Rulings.
