Attorney-Advisor Position (LAC)

The Commercial Law Development Program (CLDP) of the Office of General Counsel is seeking an Attorney-Advisor with exceptional legal, analytical, organizational, and interpersonal communication skills to join our technical assistance team for the Latin America & Caribbean region (LAC). CLDP’s mission is to help developing countries improve the policy, legal, and regulatory conditions for doing business, thereby creating better economic opportunities for local entrepreneurs and American companies doing business overseas. CLDP provides training, advisory, and consultative services to governments, the private sector, and other stakeholders in host countries.

This position may be filled at the GS-12, 13 or 14 grade level.

Responsibilities

CLDP’s work in the LAC region involves a range of issues, including public procurement, trade facilitation, public-private partnerships, antitrust, business integrity, and government oversight. The attorney serving in this position will consult with foreign government officials, assess development needs and design, implement, and evaluate assistance programs that promote U.S. policy goals and meet host countries’ economic development priorities.

Responsibilities may include the following:

  • Coordinates legal and regulatory technical assistance, designs capacity-building activities, and drafts interagency agreements for foreign assistance funding.
  • Serves as the representative for CLDP at stakeholder, interagency, and international meetings with U.S. Embassy and host government counterparts to coordinate policy reform efforts and technical assistance.
  • Works in partnership with foreign government officials to develop technical assistance programs that meet identified needs and support country development strategies.
  • Uses appropriate project management tools and tracks implementation progress, anticipating and identifying issues as they arise and concurrently developing optimal solutions with a view for sustainability.
  • Conducts analyses of local legal and regulatory regimes and presents on international best practices to foreign government audiences.
  • Identifies and works with subject matter experts from the U.S. Government, private law practice, industry, academia, and/or civil society.

Qualifications/Key Requirements:

  • Professional fluency in Spanish required;
  • Prior experience working with foreign governments or international organizations as well as a background in technical assistance related to economic development is preferred;
  • Prior experience in administrative law and specifically legal matters involving interagency consultations, negotiations and agreements is preferred;
  • Understanding of civil law systems, international commercial organizations, and the commercial and political climates of the LAC region;
  • Prior experience with Public Procurement, Project Finance, Information and Communication Technology, Trade Facilitation, Antitrust, and Public-Private Partnerships is a plus;
  • The applicant must be willing to travel extensively to the LAC region.

Applicants must:

  • Be U.S. citizens and registered for Selective Service if applicable (www.sss.gov)
  • Meet the minimum education requirements of successful completion of a full course of study at a law school accredited by the ABA with a professional law degree at the time of selection
  • Must be able to verify active bar membership in good standing in at least one U.S. jurisdiction
  • Must be able to obtain a Secret clearance
