International Program Specialist, Middle East North Africa (MENA) Team

Duties

CLDP is looking for an energetic, innovative, adaptable, and results-oriented individual who will enjoy working in a dynamic, fast-paced, and mission-driven organization as an International Program Specialist. The major geographical focus of programming for this position will be Middle East/North Africa (MENA).

This position will require frequent travel to countries in the MENA region on official travel.

  • Assisting in the design and implementation of technical assistance programs related to government procurement, anti-corruption, ethics, cross-border trade, etc with attorney advisors;
  • Identifying and securing the logistical support needed to execute technical assistance programs through multiple procurement mechanisms;
  • Developing and planning program budgets based on CLDP interagency agreements, to include tracking budgets, notifying funding agencies of spending rates, and managing procurements;
  • Traveling overseas to prepare and implement trainings, workshops, and consultations;
  • Monitoring federal regulations and departmental policies to ensure that all CLDP plans and expenditures comply with the relevant requirements;
  • Liaising with government officials, judges, Embassy personnel, and other high-level diplomatic, community, and business leaders in foreign countries;
  • Managing project M&E (monitoring and evaluation), including data collection, reporting of programmatic indicators, and assisting in the design of M&E plans

Qualifications

  • Applicants must possess one or more years of specialized experience, including volunteer work through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, and/or community organizations).
  • Fluency in French or Arabic is required; Additionally, applicants must be able to satisfy the below qualifications:
  • Ability to communicate effectively, orally and in writing, with peers and high-level U.S. and foreign officials;
  • Ability to manage program budgets, complex logistics, and complete procurement requests;
  • Flexibility to adapt to rapidly evolving circumstances;
  • Strong organizational skills and attention to detail.

This job is available to applicants with active or recently expired non-competitive eligibility (NCE) status with possibility of extension, including but not limited to alumni of the Boren scholarships, Fulbright program, Critical Language Scholarship, and Peace Corps. Salary

GS 09, Step 1 with promotion potential to GS 12.
