CLDP lead a 3-day workshop on Renewable and Thermal Power Purchase Agreementson March 22-24 in Colombo, Sri Lanka.  It was the second energy workshop that CLDP conducted in Sri Lanka and was part of a larger regional program on integration of the power sector.  The workshop focused on developing transparency of the tendering process, standardization of power purchase agreements, and mitigating risks in power projects.

Over 35 Sri Lankan government officials from various ministries attended the 3-day workshop, including Ministry of Power & Renewable, Ministry of Petroleum Resources Development, Ceylon Electricity Board, Public Utilities Commission of Sri Lanka, Ministry of Finance, and Ceylon Petroleum Corporation. CLDP and its experts from an international law firm and a South African Independent Power Purchase Office provided a discussion platform to build a consensus as to how best implement Sri Lanka’s new power procurement guidelines and integrate new forms of energy production into Sri Lanka’s existing power market. Sri Lanka’s Public Utilities Company recently completed guidelines for the competitive tendering of power projects as part of the unbundling of Sri Lanka’s electricity and energy sector.
