U.S./India Cooperation on Unconventional Natural Gas

November 5, 2012 - November 6, 2012
U.S./India Cooperation on Unconventional Natural Gas November 2012

Pursuant to a 2010 Memorandum of Understanding President Obama signed with India on shale gas resources, CLDP led a two-day workshop on “U.S.-India Cooperation on Shale Gas” on November 5-6 in New Delhi.  The workshop was attended by Indian oil and gas experts from the Ministry of Petroleum and Natural Gas (MoPNG), Directorate General of Hydrocarbons (DGH), and India’s national oil and gas companies.  CLDP provided USG comments on India’s draft Shale Oil and Gas Policy and addressed a wide range of topics including: attracting foreign investment, fiscal incentives, environmental risk mitigation measures, and exploration and production contracts.  At the conclusion of the program, DGH asked for CLDP’s assistance with several items to help India to refine its own shale gas policy such as: copies of U.S. regulations on shale gas and environmental issues as well as specific drafting suggestions for improving India’s draft policy.  As a continuation of CLDP’s technical assistance to MoPNG and DGH, CLDP will also organize a five-day shale gas program in Washington, DC and Dallas, Texas focusing on environmental issues and regulations associated with shale gas development.
