CLDP Facilitates the Fifth Meeting of the Central Asia-Afghanistan Expert Level Working Group on SPS Measures

CLDP’s Michael Cofield and Yulia Melara organized the fifth meeting of the Central Asia-Afghanistan Expert Level Working Group on Sanitary/Phytosanitary (SPS) Measures, June 13-15, in Tbilisi, Georgia. CLDP brought together advisors from USDA/Animal and Plant Health Inspection Service, the FAO/IAEA Agriculture and Biotechnology Laboratories, and USAID Central Asia to discuss the effect of the WTO's Trade Facilitation Agreement on SPS measures, to further inform the Working Group’s efforts to establish a regional network of diagnostic and reference laboratories, and to plan collaboration with and participation in the SPS and customs-related initiatives of USAID’s Competitiveness, Trade, and Jobs (CTJ) in Central Asia Project.  After lively and informative presentations from Georgia's Ministry of Agriculture and Revenue Service, delegates from Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan provided updates on their countries' recently enacted SPS and trade facilitation measures. On the last day of the program, participants toured the main laboratory of the Georgian Ministry of Agriculture, which recently received ISO 17025 accreditation. In addition to furthering the Group’s goal of working toward establishing a regional laboratory network, the Program provided Central Asian delegates an opportunity to learn from Georgia’s exemplary reforms, to establish contacts with the FAO/IAEA VetLab network, and to establish and strengthen working relationships in the region.
