Dominican Republic: Anti-corruption Roundtable to Strengthen Interagency Coordination

On May 26, the General Directorate for Public Contracting (DGCP) hosted a session of the Anticorruption Roundtable, an informal coordination mechanism for government agencies tasked with preventing, detecting, investigating or prosecuting corruption, including the public prosecutor’s office, the anti-fraud unit, the General Directorate for Ethics and Government Integrity (DIGEIG) and the government audit office (Camara de Cuentas). The roundtable dialogue included opening remarks from the General Counsel of the US Department of Commerce, Leslie Kiernan, who spoke about the importance of strong due diligence mechanisms in the procurement system to ensure that the government is able to detect corrupt actors who may be benefiting from government contracts. CLDP and its expert from Ethicist International also discussed how government agencies can incentivize ethical conduct through integrity certifications and compliance programs, which can be solicited by government agencies as part of their source selection plans. CLDP also discussed the importance of continuing the collaboration between government agencies to share information and advocate for critical reforms such as conflicts of interest and whistleblower protection laws, which have not yet been passed. As a result of the roundtable, CLDP was asked to help create due diligence guidelines for government agencies and to support interagency collaboration to combat corruption.
