Dominican Republic: CLDP Leads Workshop on Contract Administration and Bid Protests

From May 16-18, in coordination with the Dominican General Directorate for Public Contracting (DGCP), CLDP led a government procurement workshop on contract administration, contractor accountability and bid protests for more than 60 contracting officials and attorneys from various government agencies as well as the private sector in Santo Domingo, Dominican Republic. To deliver the three-day workshop, CLDP called upon the expertise of a judge from the U.S. Court of Federal Claims, a GSA assistant regional counsel, a DOC contracts attorney, and a VA procurement analyst. Experts introduced the U.S. systems for contractor sanctions and bid protests, including an examination of the role of U.S. courts, and offered best practices in contract administration and practical considerations from an agency perspective. In March 2018, CLDP conducted an assessment of the Dominican Republic’s practices and procedures for protesting government contract awards and holding contractors accountable. Based on the findings of this assessment and specific requests from the DGCP, CLDP planned this week’s workshop.  More than a general overview, examples from the U.S. federal procurement system served as an informed comparison to the Dominican system. Experts shared lessons learned from the U.S. experience and recommendations based on their understanding of challenges in the Dominican system.  This workshop is part of CLDP’s two-year project to improve the efficiency of government procurement practices in the Dominican Republic and represents the beginning of the final phase of a training plan designed to cover the life of a government contract, from acquisition planning to contract closing.
