Dominican Republic: CLDP to Organize Government Procurement Study Tour in Washington, DC

From June 18-22, CLDP hosted a delegation of government procurement officials from the Dominican Republic in Washington, DC. The delegation visited various procurement-related entities in and around Washington including The George Washington University Law School, the Court of Federal Claims, the Small Business Administration, the Defense Acquisition Institute, and the Government Accountability Office, among others. The Dominican government hopes to create a certification program for government contracting officers, as currently there are no standardized certification or training requirements across Dominican government purchasing units. The study tour in Washington provided an overview of the U.S. government procurement system, with a specialized focus on training and certification programs for U.S. contracting personnel. Dominican delegates included representatives from the Dominican Republic’s central procurement agency, the Presidency, the Superior Administrative Tribunal, the Ministry of Finance, and the Association of University Deans. This program represented the culmination of CLDP’s initial two-year engagement with the Dominican Republic to assist the government in improving the efficiency and transparency of its procurement system. A training and certification program for government contracting officers, if successfully implemented, would institutionalize many of the best practices and suggested reforms introduced by CLDP during its workshops and trainings.
