Pakistan: CLDP Conducts Competition Law Programs

On February 10, 2015, in close coordination with the Continuing Legal Education Institute of Pakistan (CLEIP), CLDP organized a competition law continuing legal education (CLE) program in Karachi, Pakistan.  The conference addressed the role the Competition Commission of Pakistan (CCP) in leveling the playing field for business in Pakistan, deceptive marketing practices, competitive advertising, brand vulnerability, vertical agreements, relevant markets, and abuse of dominance.  CLDP provided two experts from the U.S. Federal Trade Commission and brought together 75 participants from government agencies, international corporations, private law firms, and consumer rights groups.  CLE is new to Pakistan and this program provided substantive competition law education for members of Pakistan’s legal and business community and also provided an opportunity for the private sector and CCP to exchange ideas on improving the competition regime in Pakistan.  CLDP and CLEIP also spent time designing the next CLE program which will be focused on intellectual property rights and is scheduled to take place in Islamabad in April, 2015. 

From February 11-12, 2015, CLDP conducted a Competition Law workshop for the Competition Commission of Pakistan (CCP). The Government of Pakistan recently appointed Ms. Vadiyya Khalil as Chairperson of CCP and new board members and staff have also recently joined. CCP has been identitied by US Federal Trade Commission (FTC) competition experts as a model for developing countries trying to establish sustainable competition regimes. CLDP's two FTC experts covered key topics that included horizontal and vertical agreements, deceptive marketing practices and abuse of dominance with CCP enforcement teams. CLDP's next phase of technical assistance for CCP includes an Adjudicator's Workshop at the FTC that will coincide with the American Bar Association's Antitrust Spring Meeting (Wash DC, April 2015).
