Telecommunications Dispute Resolution Consultation - Phase I

CLDP experts consulted with Egypt's National Telecommunications Regulatory Authority(NTRA) in its efforts to create transparent and efficient dispute resolution procedures to handle disputes that will dramatically increase in the recently liberalized Egyptian telecom market. During this first of three phases, two CLDP advisors traveled to meet with five to six NTRA officials for a two-day consultation. On day one of the consultation, the advisors gave an overview of telecom dispute resolution principles, and then provided some insight into the types of disputes Egypt is facing and will likely face. On day two, the advisors and the participants met with representatives from the Egyptian judiciary, Cairo Arbitration Center, private sector and consumer affairs to discuss a wide range of issues concerning telecom dispute resolution. In the subsequent two phases, the CLDP advisors will return to assist NTRA with preparing a draft set of telecom dispute resolution procedures, and ultimately to review the final draft and provide recommendations for its implementation.
