CLDP Celebrates 20 years!

Begun as a small joint venture between USAID and Commerce to help the Former Soviet Bloc countries of Eastern Europe transition to more market-oriented economies, CLDP has expanded to help meet the legal technical assistance needs of more than 50 countries in Eurasia, Africa, the Middle East and South Asia. On February 23rd, CLDP celebrated 20 years of technical assistance in commercial law.

Automation of Angolan Courts

Following improvements in case management and judges selection, CLDP turned its attention to automation. At the request of the Angolan Ministry of Justice, in 2006 CLDP helped the Angolans realize the next step in judicial modernization: automation of case management.

Automation Software Training for Angolan IT technicians

In April and June 2007, CLDP worked with the Portuguese and Angolan Ministries of Justice to train two Angolan Habilus administrators, along with Angolan Justice Ministry IT technician Filipe Nascimento and Luanda Chief Judge Augusto Escrivao, in Portugal for two weeks in the administration and maintenance of the Habilus court management software and network.

Inauguration of Habilus Case Management Software at the Luanda Provincial Court

CLDP formally launched the use of the Habilus court management software at the Palacio D. Ana Joaquina court building in Luanda, Angola on October 17.

Court Automation Software Training

During this program, CLDP staff and advisers and Portuguese Justice Ministry officials trained 12 Luanda Provincial Court officials in the use of the Habilus court management software in Lisbon, Portugal.

Court Automation Software Final Testing

CLDP staff and advisers worked with Angolan and Portuguese Justice Ministry officials in Coimbra, Portugal over 3 days to conduct final configuration and testing of the Habilus court management software, prior to its installation and inauguration in Luanda on October 17, 2006.

PC and Windows Training for Angolan Court Officials

In preparation for the launch of automation at the Luanda Provincial Court in October 2006, CLDP organized a PC and Windows training for 21 court officials in Luanda.

Case Management Implementation and Assessment

During this program, CLDP staff and Angolan trainers traveled to Lubango and implemented modern case management techniques and random selection of judges in the Huila Provincial Court by training 17 court clerks and 2 judges.

Court Automation Software Configuration

During this program, CLDP staff and advisers worked with Angolan and Portuguese Justice Ministry officials in Lisbon on the configuration and customization of the Habilus software for use in the Luanda Provincial Court.
