Adela Perez-Franco

Adela Perez-Franco is an Attorney Advisor at the Commercial Law Development Program (CLDP) in the U.S. Department of Commerce’s Office of the General Counsel. In this role, she manages a portfolio of government-to-government technical assistance projects across Latin America and the Caribbean focused on public procurement reform. She collaborates closely with U.S. interagency partners, foreign government officials, and private sector stakeholders to deliver impactful technical assistance aimed at strengthening legal frameworks and building institutional capacity.

Prior to joining CLDP, Adela worked as a Legal Consultant at the United Nations World Food Programme and a Staff Attorney at the Housing Unit at Northeast Legal Aid. Adela received her Juris Doctor degree from Boston University and her Bachelor’s degree in Diplomacy and International Relations from Seton Hall University. She is licensed to practice law in both New York and Massachusetts. Adela is a native Spanish-speaker and has intermediate proficiency in Italian.
