Monitoring and Evaluation


CLDP strives for the highest possible standard of Monitoring and Evaluation (M&E), in order to both meet U.S. government requirements, and to best evaluate program success, ensuring desired outcomes are achieved. Per the Foreign Aid Transparency and Accountability Act, the Department of Commerce a) evaluates the performance of covered United States foreign assistance and its contribution to the policies, strategies, projects, program goals, and priorities undertaken by the Federal Government; b) supports and promotes innovative programs to improve effectiveness; and c) coordinates the monitoring and evaluation processes with Federal departments and agencies that administer covered United States foreign assistance.

CLDP is dedicated to monitoring and evaluation that is objective, incorporates data quality standards, links logically to program efforts, and can inform course corrections during implementation. CLDP protects the health, safety, and personal information of its counterparts in technical assistance, in compliance with Department of Commerce policies on data privacy and security.

M&E Development and Process

CLDP’s technical assistance and development work is funded through interagency agreements (IAAs) from different sources, primarily from bureaus and offices within the U.S. Department of State and USAID. As an implementing organization, CLDP harmonizes its M&E systems, including program design, performance management, and project implementation, with U.S. Department of State and USAID guidelines and requirements. CLDP also strives to align its projects with broader strategies and considers contextual factors that could affect program design, implementation, or intended results.

When developing IAAs, CLDP creates tailored logic models and identifies project activities, outcomes, and indicators in consensus with funding agencies. In particular, CLDP coordinates with funding agencies to set annual monitoring and evaluation objectives and timetables, develop measurable goals and performance metrics, and identify resources necessary to conduct evaluations covered by program costs. These M&E materials are a critical tool for measuring impact and determining program success.
