Charlotte Hopkinson

Attorney-Advisor (International)

Charlotte Hopkinson is an Attorney-Advisor (International) with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce where she works on the Energy and Minerals Team.

Ms. Hopkinson holds a bachelor's degree in neuroscience and law & society from Oberlin College, a J.D., magna cum laude, from Cornell Law School, as well as a Professional Master 2 in Arbitration and International Trade Law and a Master 1 in French and American Law from the Université Paris 1 Panthéon Sorbonne. Prior to her legal studies, Charlotte was a lecturer at Shanxi Agricultural University in the People’s Republic of China through the Oberlin Shansi fellowship program.

Immediately prior to joining CLDP, Ms. Hopkinson was a law clerk in the U.S. District Court for the Western District of Pennsylvania. Prior to working as a law clerk, Ms. Hopkinson was an associate at Sullivan & Cromwell LLP in New York where she advised on cross-border corporate matters as well as international finance and restructuring matters in North America, Europe, and Latin America. 

Ms. Hopkinson is a fluent French speaker and conversational in Spanish and Mandarin. Ms. Hopkinson is an active member of the State Bar of New York.
