Maxwell Gruber is a Senior International Program Specialist with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce. Mr. Gruber works primarily on the Asia-Pacific portfolio, which assists government partners in developing laws and policies for major infrastructure projects.

Prior to joining CLDP, Mr. Gruber served as a Peace Corps Volunteer in the Republic of Kosovo, where he spent two years as a High School English Language Instructor. Before the Peace Corps, Mr. Gruber managed the volunteer program at a regional food bank in North Carolina and served two terms as an AmeriCorps Volunteer.

Mr. Gruber graduated from the University of California, Los Angeles (UCLA) with a B.A. in Philosophy. He is proficient in Gheg Albanian.
