International Program Specialist Maxwell Gruber is an International Program Specialist with the Commercial Law Development Program (CLDP) of the U.S. Department of Commerce Office of the General Counsel. Mr. Gruber works primarily on the Asia-Pacific portfolio, which assists government partners in the assessment of infrastructure investment projects. Prior to joining CLDP, Mr. Gruber served as a Peace Corps Volunteer in the Republic of Kosovo. While serving in Kosovo, Mr. Gruber taught high school English and worked with local counterparts to promote equal access to tournaments and competitions for male and female students. Before the Peace Corps, Mr. Gruber managed the volunteer program at a regional food bank in Western North Carolina. Mr. Gruber also served two terms as an AmeriCorps Volunteer, one term in North Carolina and one term with the National Civilian Community Corps (NCCC) in California. Mr. Gruber graduated from the University of California, Los Angeles (UCLA) with a bachelor’s degree in Philosophy. He is proficient in Gheg Albanian.
