Sean Harms is an Attorney-Advisor (International) with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce, where he works on the Cyber and Telecommunications team. He advises governments around the globe on legislative and regulatory reforms related to the economic development of the telecommunications sector. 

Mr. Harms was previously a Legal Intern at CLDP. Prior to joining CLDP, he was a Legal Intern in the Office of Commissioner Starks at the Federal Communications Commission, and a Summer Associate in the Regulatory Affairs Division of the EchoStar-Hughes Corporation. Mr. Harms earned his J.D. from the University of Colorado Law School where he was a Dale Hatfield Scholar. Mr. Harms also has a Master’s in Education from Southern Methodist University and a B.S., magna cum laude, from the University of Arizona.
