On August 1-3 in Singapore, CLDP led a training on legislative drafting and legal research for the legal advisors of the Council of Representatives of Bahrain. U.S. experts from the Congressional Budget Office, Congressional Research Service, and Senate Commerce Committee led training on assessing the budgetary and economic impact of legislation, drafting legislative memoranda and conference reports, and reconciling legislative differences between lower and upper house legislation. Legal advisors from the Singapore Parliament discussed the parliament’s institutional structure and best practices used by deputy clerks. The workshop also involved drafting and role-playing exercises on issues that impact commercial legislation. This is the third CLDP workshop on legislative drafting for Bahraini legal advisors and is part of a multi-phase project on building the capacity of members of parliament and their legal staff.
