On July 26 and 27, CLDP led a regional capacity-building workshop for francophone West African countries on Power Purchase Agreement (PPA) Negotiation and Power Project Tenders. The program was organized in coordination with the African Legal Support Facility of the African Development Bank, the Millennium Challenge Corporation, and the U.S. Trade and Development Agency. The workshop was led by international legal experts and attended by government officials from Benin, Burkina Faso, Guinea, and Niger. The program provided an overview of PPAs and the obligations, risks, and remedies involved. It also highlighted incentives and tools for setting up a reliable framework for transparent and efficient competitive tenders in the power sector.
This workshop is part of the Power Africa initiative, which brings together USG and international resources, from both private sector and governments, to generate investment in power infrastructure throughout Africa. Raising host governments' ability to negotiate PPAs and improving the framework for power project tenders will provide increased opportunities for U.S. commercial interests and developers throughout Africa
