Since the U.S.-Oman Free Trade Agreement (FTA) came into effect, the U.S. Department of Commerce Commercial Law Development Program (CLDP) has been providing technical assistance to help Oman meet imminent obligations under the FTA and, more generally, to ensure the FTA is a success for both countries. To continue building upon the capacity of Omani Customs, CLDP planned a program in New Jersey in collaboration with U.S. Customs & Border Protection (CBP) at the Newark air and sea ports. Ten high level officials from the Royal Oman Police, including the head of customs at Muscat airport, the head of Customs and an attorney from the legal affairs department, participated in consultations to become familiar with the way the U.S. processes and verifies goods and complies with preferential treatment obligations under the FTA. The group was extremely engaged and continuously asked thoughtful and relevant questions. Drawing on the expertise of the U.S. Department of Commerce Office of Textiles and Apparel, CBP officials from the Newark area, Newark Airport Customs officers, CBP’s National Commodities Specialist Division, a Customs brokerage firm and a freight forwarder, the Newark consultations took place at the NY-NJ Port Authority headquarters, Port Elizabeth Seaport, and Newark Airport. In addition to discussions on particular provisions of the FTA, the Omanis also viewed technical demonstrations of various Customs processes and walked through hypothetical FTA claims from the point-of-view of the trader. By the end of the week, the delegation understood Oman’s Customs-related obligations under the FTA, especially those related to the application of rules of origin and the release of goods in a timely manner. A well-trained and well-placed cadre of Omani Customs officials gained exposure to the U.S. model of processing FTA goods so that they may establish and administer their own regime upon return to their home country. Made possible by the financial support of the Middle East Partnership Initiative (MEPI) at the U.S. Department of State, these consultations were part of CLDP’s on-going program to help Oman get the most out of the FTA. According to one Omani delegate, the consultations were particularly effective due to his participation in the previous two CLDP workshops in Muscat.
