Government Procurement Workshop in Ukraine

CLDP, in cooperation with the International Trade Administration (ITA) and the Ministry of Economic Development and Trade of Ukraine (MEDT) held a Government Procurement Workshop for the officials from MEDT and other ministries and agencies responsible for the government procurement in Ukraine. Ukraine is in the process of acceding to the Government Procurement Agreement (GPA) of the WTO. CLDP has assisted this process by facilitating the attendance of GOU officials to GPA meetings in Geneva in February and June of 2015. The first workshop on government procurement was held in Kyiv in July 2015 and was aimed to increase awareness of GOU officials and private sector of the impact of the GPA upon Ukraine market access and business environment, as well as potential problems associated with the implementation of the GPA, including a proposed program of e-procurement. The second workshop was held in February 2016 and focused on further dissemination of knowledge to the Ukrainian officials and the private sector on new methods and procedures of government procurement based on the newly adopted legislation. Representatives from Kazakhstan, Kyrgyzstan and Tajikistan, as well Armenia, Azerbaijan, Afghanistan, Georgia and Moldova also participated in the workshop and shared their experience.

As a result of the workshop, Ukrainian government officials, as well as GPA officials from other countries participating in the workshop have a better capacity to correctly apply GPA concepts, principles and obligations; and the private sector is more aware of the benefits and costs of the accession.
