On October 13, 2020, in coordination with the U.S. Customs and Border Patrol, CLDP hosted a first in a series of webinars on advance rulings for Kosovo Customs officials. Experts from the CBP and the Polish Customs trained the Kosovo officials on the U.S. and the E.U. advance rulings system, respectively, while Kosovo Customs expert presented on the current advance rulings system in Kosovo. The goal of the first session was to gain a better understanding of the current advance rulings system in Kosovo to identify challenges and gaps that currently prevent Kosovo customs and interested traders from fully using the benefits of advance rulings, and to identify elements from the U.S. and the E.U. systems that can be used by Kosovo Customs. Harmonization of Kosovo’s customs standards with the international and regional best practices through CLDP programs allows for greater ease of harmonization to support international integration, and encourage normalization between Serbia and Kosovo, as well as greater regional Balkans integration.
