On April 7, CLDP, in cooperation with USAID Peru, conducted a virtual session on best practices in the procurement of technology for the leadership of the General Directorate for Supply (DGA) of the Ministry of Economy and Finance of Peru. An expert from the General Services Administration led the session and discussed his experience as a program manager and former contracting officer. Peru’s current procurement practices, which favor low-price evaluation criteria and limited contracting modalities, make it difficult for its contracting offices to procure high-quality technology products and services to meet its growing and increasingly complex technological requirements. These limitations also make it difficult for U.S. and foreign companies to effectively compete in Peru’s technology tenders. The session provided DGA leadership with recommendations to improve the current language in its draft procurement law so that the government can more easily procure its technology and innovation needs. This session is part of CLDP’s effort to assist the DGA to incorporate international best practices in the new procurement law.
