On February 25, CLDP, in cooperation with USAID-Peru, conducted a virtual session for Peru’s Supervisory Entity for Public Contracting on international best practices in designing and implementing a professionalization program for procurement systems. Peru is working to expand its certification processes to include a more holistic approach aimed at providing the resources, incentives, and training needed for a professionalized procurement workforce. Peru’s current minimal procurement certification requirements combined with a lack of capacity and job stability in its procurement units have significantly undermined the integrity and quality of its procurement processes. The professionalization of Peru’s procurement workforce would significantly improve Peru’s overall procurement system and help address the systemic issues that deter companies, including U.S. companies, from participating in government tenders. This session is part of a multi-phase effort to support Peru’s procurement professionalization efforts, including a series of virtual mentorships and trainings of trainers for procurement instructors.
