On May 25-26, CLDP, in collaboration with the Peruvian Ministry of Economy and Finance (MEF), the Supervisory Body for Public Contracting (OSCE) and the Centralized Purchasing Agency (PeruCompras), held roundtable sessions on the development of a value for money guidebook and the use of framework agreements. CLDP, an expert from the General Services Administration (GSA), and a former US senior procurement executive, presented an outline of a value for money guidebook and solicited feedback from high level Peruvian officials to ensure practical and relevant content for the local context. CLDP also organized a roundtable on best practices for strategic procurement, including an overview of closed framework agreements and GSA’s Federal Acquisition Service (FAS), which provides assisted acquisition services for the US federal government. Framework agreements and strategic procurement mechanisms can be critical tools to maximize efficiency as Peru seeks to modernize its procurement mechanisms and expand its centralized procurement offerings to include services and technology.
