On June 20-21, CLDP, in coordination with Tunisia’s National Observatory for Public Procurement (HAICOP), organized a two-day workshop on US and international best practices in public procurement. CLDP and an expert from the General Services Administration (GSA) provided an overview of the US Federal Acquisition Regulations (FAR), its history, scope and key provisions. The workshop also discussed international sources of best practices from the UNCITRAL Model Law on Procurement and the OECD. Tunisia is conducting a comprehensive assessment of its procurement processes and is developing a reform plan to address gaps and weaknesses. The workshop was attended by 25 members of HAICOP who supervise and support procurement processes throughout the Tunisian government. As a result of the workshop, CLDP was able to identify specific programmatic areas within public procurement that it will include in a multi-phase technical assistance program.
