Workshop on Government Procurement in Kyrgyzstan

As part of its ongoing engagement with the Government of the Kyrgyz Republic, CLDP, in cooperation with the Public Procurement Methodology Department (PPMD) within the Ministry of Finance (MoF) of the Kyrgyz Republic, held a week-long Workshop on Government Procurement in Bishkek, Kyrgyz Republic. The workshop was attended by approximately 40 PPMD officials and consultants, representatives of procurement departments in various government ministries and majority state-owned companies, supplier organizations, and the MoF training center.

In April 2015, the Kyrgyz Republic adopted a revised law governing public procurement. A major innovative aspect of the law is its expansion of electronic portal use in government procurement. The government of the Kyrgyz Republic now embarks on revising secondary legislative acts, as well as procurement procedures, to implement the provisions of the new law and expand the use of the e-portal. CLDP’s program, led by experts from the Executive Office of the President, the General Services Administration, and the University of Virginia, shared the U.S. experience in construction and use of framework agreements, use of e-catalogues, and monitoring contract performance. The workshop also included a consultation with the MoF training center on workforce development. The workshop will enable the Kyrgyz Republic to implement practices that promote increased transparency and effectiveness of government procurement, opening the field to a greater number of suppliers, and decreasing opportunities for corruption, waste, and mismanagement in Kyrgyz government procurement.
