In partnership with the Qatari Ministry of Commerce and Industry, CLDP will conduct a two-day training on best practices in managing unsolicited proposals (USPs), i.e., public projects that are proposed, unprompted, by the private sector to the government. USPs carry significant risks if they are not subject to competitive pressure and thorough financial and technical assessments, processes that are the cornerstone of effective public procurement. This workshop will focus on Qatar and Bahrain, which do not have explicit regulatory frameworks for managing USPs. CLDP will have a representative from the Tunisian PPP Unit attend to present on its legal framework for managing USPs, which is among the best in the region, and is also working to secure the participation of Algerian, Moroccan and Bahraini government officials working on PPP projects in their respective countries.
