Ivan Gubarev is an International Program Specialist with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce. At CLDP, Mr. Gubarev works on the Caucasus and Southeast Europe team focusing on regional programming in Georgia, Armenia, and Azerbaijan.

Before joining CLDP, Mr. Gubarev served as an investigator at the United States Department of Labor, Wage and Hour Division, where he was responsible for evaluating labor law compliance with notable casework done on Amazon, New York Life Insurance Company, and New York City Housing Authority construction projects. Prior to his position with the U.S. DOL, Mr. Gubarev was an Urban Park Ranger for the NYC Parks Department.

Mr. Gubarev graduated summa cum laude from Binghamton University with a degree in Political Science with a concentration in International Relations and a German Language minor. He is a native Russian speaker.
