Raquel Martinez Sloan

Attorney-Advisor (International)

Raquel Martinez Sloan is an Attorney-Advisor (International) with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce, where she works on programs throughout Eastern Europe, Central Asia, and Latin America.

Prior to joining CLDP, Ms. Sloan was a senior associate in the international arbitration group of White & Case LLP where she represented foreign sovereigns and private parties in complex investment arbitration matters before the International Centre for Settlement of Investment Disputes (ICSID) and other major arbitral institutions pursuant to bilateral investment treaties (BITs) and multilateral agreements such as the Energy Charter Treaty (ECT). The cases related to a diverse range of investments, including in renewables, electricity supply and distribution companies, infrastructure and real estate development projects, and large-scale mining projects. In addition, Ms. Sloan worked on pro bono matters in which she advised regional arbitral institutions and governments in Southeast Asia and in Africa on strengthening their institutional rules, ADR frameworks, and international arbitration expertise. She serves as the Executive Editor of ITA in Review, the journal of the Institute for Transnational Arbitration (ITA) and is an ITA Advisory Board Member.

Ms. Sloan received her J.D. from the University of California, Berkeley, School of Law. She also holds B.A. and MA degrees in sociology from New York University, where she graduated magna cum laude. Ms. Sloan is fluent in Spanish, and is licensed to practice law in California, New York, Washington D.C. and before the US Supreme Court.
