Willmary Escoto

Attorney-Advisor (International)

Willmary Escoto is an Attorney-Advisor (International) with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce where she leads the Western Hemisphere portfolio within the cybersecurity and telecommunications team.  

Prior to joining CLDP, Willmary served as the U.S. Policy Counsel for Access Now where her work centered on the intersection of data protection, artificial intelligence, connectivity, net neutrality, content governance, and human rights. In the realm of AI governance, her work was instrumental in shaping groundbreaking federal initiatives including the Blueprint for an AI Bill of Rights, the Executive Order on AI, and the National Security Memorandum on AI. Ms. Escoto also helped advise and draft several legislative proposals at the federal and state level related to data protection, privacy, and content governance. She has collaborated with leading technology companies including Apple, Bumble, and X (formerly known as Twitter) to shape their content moderation and data privacy policies. Additionally, Willmary is a former Google Policy Fellow where she worked on digital connectivity issues. 

Ms. Escoto received her J.D. from the Howard University School of Law and her B.A. in Psychology from the Florida International University. While attending Howard Law she served as a law clerk for the Honorable Sheila R. Tillerson Adams, the former Chief and Administrative Judge of the Circuit Court for Prince George’s County and the Seventh Judicial Circuit of Maryland. She also served as an intern for the International Trade Commission’s Office of Unfair Import Investigations where she investigated allegations of patent and trademark infringement. Ms. Escoto is licensed to practice law in the District of Columbia, is fluent in Spanish, and CIPP/E Certified.
