On December 13-14, 2021, CLDP, in cooperation with the Georgian National Competition Agency and the State Procurement Agency, conducted a Workshop on Identifying and Combating Bid Rigging in Public Procurement in Tbilisi, Georgia. The workshop trained officials from the Georgian National Competition Agency, the State Procurement Agency of Georgia, and other government agencies involved in public procurement at the national and regional level, on best practices in detecting, investigating, and prosecuting instances of bid rigging and other collusive practices that distort competition in the procurement process. The workshop featured presentations by attorneys from the Antitrust Division of the U.S. Department of Justice and subject matter experts from academia. Participants gained a better understanding of the U.S. and the EU approach to collusion in procurement respectively, as well as big data approaches to measuring and countering bid rigging in public procurement. This workshop is part of a multi-phase effort by CLDP to assist the GNCA with implementing competition policies, improving interagency communication and coordination, and combating anticompetitive behavior.
