Working Group at the Romanian Parliament

Transparent, commercially viable procurement and PPP frameworks are essential for accelerating public projects and reducing reliance on high-risk PRC-backed entities, while creating fair, open markets that allow U.S. firms to engage competitively across strategic sectors. From December 2-5, 2025, CLDP, in partnership with the Ministry of Finance of Romania, convened the Fifth Europe Regional Working Group on Public Procurement and Public-Private Partnerships (PPPs) in Bucharest, Romania. The meeting brought together officials from 10 European countries to build a regional pipeline of PPP projects aligned with international best practices and attractive to trusted American firms. Participants shared updates on procurement challenges and upcoming infrastructure projects in their countries, and discussed how governments can ensure that the systems and partners that work on strategic projects are trustworthy, and will deliver lasting value to their citizens. This working group was fully case study driven, focused on actual PPP projects from participating countries. Participants, working in small groups with U.S. experts, selected three priority projects and spent the workshop performing in-depth technical, financial, legal, and risk-allocation analyses. The meeting will end with a final presentation from each group, presenting a clear, actionable “Bankability & Delivery Roadmap” with practical recommendations that the sponsoring government can implement immediately. Through the working group, CLDP supports participating governments in developing transparent, competitive, and bankable PPP projects that deliver long-term value, while also strengthening partnerships with trusted, creditworthy private-sector investors and companies.
