CLDP will host a two-day bilateral workshop in Pristina, Kosovo focused on strengthening the public procurement framework. The program will engage Kosovo’s newly established working group on public procurement, which has been tasked with drafting comprehensive new legislation aligned with international best practices and EU standards. During the workshop, CLDP experts will provide comparative legal analysis, practical drafting guidance, and policy tools to help the working group integrate national security considerations into the procurement framework. This includes developing legally sound mechanisms to prevent high-risk or malign actors from gaining access to Kosovo’s critical infrastructure, particularly in sensitive sectors such as ICT, energy, and telecommunications. The objective is to ensure that security safeguards are embedded directly into the legislative architecture rather than addressed on an ad hoc basis. Strengthening Kosovo’s procurement system in this manner advances U.S. security interests by reducing vulnerabilities in critical infrastructure and limiting opportunities for hostile influence. At the same time, transparent, rules-based, and security-conscious procurement processes create greater predictability and fairness in the marketplace. This levels the playing field for responsible U.S. companies and expands opportunities for American firms to compete for public contracts in Kosovo.
