Stephen Floyd

Attorney-Advisor (International)

Stephen Floyd is an Attorney-Advisor (International) with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce, where he supports programs on CLDP’s Europe team.

Prior to joining CLDP, Mr. Floyd was an associate in the national security group of Skadden, Arps, Slate, Meagher & Flom LLP. In his practice, he advised clients on international trade matters, including investment screening reviews, customs compliance programs, customs valuation strategies, import classification, and country of origin determinations.

Before his legal career, Mr. Floyd taught at an international high school in Switzerland and later served as a lieutenant commander in the U.S. Navy, with assignments in Afghanistan, Bahrain, Central Africa, East Asia, and Italy.

Mr. Floyd received a joint J.D./LL.M. in national security law from Georgetown University Law Center, where he graduated cum laude, completed a certificate in WTO and International Trade Law, and was a fellow with the Institute of International Economic Law. He also holds a master’s degree in Middle Eastern and Central Asian Security Studies from the University of St Andrews and a B.A. in Classical Languages and Political Science from Williams College. 

Mr. Floyd is admitted to practice law in the District of Columbia.
