From July 14–16, CLDP, in cooperation with TSA, conducted its 7th Regional Working Group on Public Procurement and PPPs, bringing together representatives from 12 central and eastern European countries. The program focused on advancing transparent, bankable, and secure infrastructure procurement, including PPP design, financing, risk allocation, value-for-money analysis, trusted supply chains, vendor screening, and cybersecurity. Deputy General Counsel John Guenther delivered opening remarks and held bilateral meetings with Ukrainian, Montenegrin, and Romanian counterparts to discuss CLDP’s work and opportunities for continued cooperation. The key topic of discussion with the Montenegrin delegation—the signing of the Intergovernmental Agreement (IGA)—was signed shortly thereafter on Friday, July 24.
