The proposed workshop will convene Kosovo’s telecommunications regulators, emerging cybersecurity authorities, and relevant ministries to examine international best practices for securing telecommunications networks at a pivotal moment in the country’s digital governance reform efforts. As Kosovo advances implementation of its recently adopted cybersecurity framework and works to operationalize its new Cyber Security Agency, the program will focus on building the institutional, legal, and technical foundations necessary to protect critical telecommunications infrastructure from evolving cyber and national security risks. Sessions will explore international approaches to network security obligations, incident response coordination, critical infrastructure protection, supply-chain resilience, and alignment with U.S. cybersecurity and electronic communications standards. Through practical case studies and peer exchanges with U.S. and European experts, the workshop will support Kosovo in translating its recent legislative progress into effective implementation, strengthening interagency coordination, and establishing a more resilient and secure telecommunications ecosystem consistent with international best practices.
